Position Descriptor

This is a full-time exempt position based on 40 hours a week and is eligible for benefits. It is an on-site, in-person role with a flexible schedule, depending on programming. Sundays required (7:00 a.m.-1:00 p.m.). PCPC membership preferred but not required.

Purpose of Job

The Director of Safety, Security & Emergency Management will provide leadership on all aspects of church safety, security, policies, procedures, and protocols for PCPC.

Core Responsibility

Responsible for creating and maintaining a safe and secure environment at all PCPC events, and the creation and cultivation of an effective security culture throughout the organization. Areas of responsibility include security strategy, policies and procedures, incident response, team leadership, and administration.

Individual Job Responsibilities

  • Provide the effective vision, leadership, management, and operation of the safety, security, and emergency management programs, including all aspects of physical security, personnel safety and protection, planning, and security infrastructure.
  • Proactively and reactively oversee, assess, and respond to critical life safety and security concerns, issues, and situations.
  • Ensure appropriate physical threat assessment, management, and measures are in place; provide coordination and ongoing safety and security-related training for security personnel, ministry areas, staff, and volunteers.
  • Collaborate with outside agencies, vendors, and/or others to anticipate, identify, analyze, mitigate, and/or initiate appropriate action on physical threats directed toward the campus, its assets, and/or its personnel through the proactive monitoring of open source and social media sites.
  • Serve as the primary point of contact for local, state, and federal law enforcement departments and agencies. Establish and cultivate relationships to ensure timely receipt of relevant information and response.
  • Schedule, coordinate, and oversee onsite contract security staff and off-duty law enforcement officers for all onsite campus programming.
  • Provide security planning, coordination and supervision for weekday programming, weekend services, special events, conferences, concerts, camps, etc.
  • Be available 24/7 to respond to security and safety incidents as needed (coverage includes some evenings, weekend services, and holiday events as needed).
  • Develop and implement safety, security, and emergency procedures, policies, and guidelines. Review and revise annually, or as appropriate.
  • Direct and coordinate safety and security training for security personnel, church staff, and volunteers. Coordinate initial and requalification CPR / AED / First Aid Training. Document and track qualification data.
  • In collaboration with the Facilities Department, manage the access control system, surveillance camera system, burglar alarm system and key control program, and other key security infrastructure systems.
  • Receive, assess, and disseminate as appropriate, criminal and threat intelligence from outside federal, state, county, and municipal law enforcement agencies.
  • Conduct forensic video analysis as appropriate to determine causal factors leading to an incident or criminal activity. Document results and findings as required. Provide video evidence to appropriate law enforcement entities to aid in investigative process.
  • Conduct inquiries and investigations as warranted and appropriate for incidents and criminal activity encountered on the campus. Create case files and document results and findings as required.
  • Periodically review reported crime statistics for municipal police departments surrounding the campus to detect trends and determine risk and potential mitigation steps for the church.
  • Provide severe weather monitoring and notification to appropriate personnel.
  • Responsible for creating annual security budget, monthly budget accountability, and processing all invoices for the department.
  • Other duties as assigned by Director of Operations.

Education and Experienced Preferred

Bachelor’s Degree with at least 10 years of progressively responsible experience management. It would be helpful to possess and demonstrate extensive experience in developing and implementing security, safety, and emergency management programs, policies, and procedures.

Preferred Qualifications and Experience

  • Experience at the senior or command level in a law enforcement organization.
  • Experience in leading safety, security, and emergency management operations within a house of worship.
  • Experience in intelligence collection, analysis, and application.
  • Experience in conducting vulnerability, risk and threat assessments, and developing actionable mitigation strategies.
